Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: positive announcements are delivered from various governments. Significant resources is devoted on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability afforded by up-to-date information. From observation points, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing shakes the surroundings, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: possibly the incoming missile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.
Persistent Threats
Not long after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a defensive team – most likely Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the morning news: several casualties, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This pattern will, no doubt, continue.
Strategic Calculations
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. Washington functions according to a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is impossible to force Russia to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the situation will not change more in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a entire defensive failure until circumstances change in its advantage.
Current Realities
Objectively, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
